The Total Workforce Solutions tender exercise was conducted by HealthTrust Europe (HTE) and designed to support the NHS, Local Authorities and Third sectors as well as many other organisations managing the realms of the temporary staffing market, whilst additionally providing workforce solutions.

The CCS acts on behalf of the Crown to drive savings for the taxpayer and improve the quality of commercial and procurement activity; this framework will be used by Government organisations and NHS to procure contingent workers essentially providing the flexibility of service expertise required in a modern government organisation with a view of providing the taxpayer with value for money.

This achievement reflects Spinwell Global’s continued commitment to supporting digital transformation across government, health, education, local authorities and other public bodies.

    About the DOS7 Framework

    The Digital Outcomes and Specialists 7 framework provides public sector organisations with a compliant, streamlined route to procure a wide range of digital services, from full agile delivery teams to individual DDaT specialists. It brings together and replaces earlier frameworks including Digital Outcomes 6 (RM1043.8) and Digital Specialists and Programmes (RM6263), simplifying buying routes into one unified agreement. The framework supports delivery across all phases of the Government Service Manual lifecycle—discovery, alpha, beta, live and retirement—enabling organisations to build user‑centred, accessible and secure digital services in line with recognised government standards.

    What the Framework Covers

    DOS7 provides access to digital, data and technology services aligned with agile methodologies, government digital standards and best practices. It is designed to ensure buyers can rapidly bring in the right capability to support transformation programmes, modernisation initiatives and service improvement activities.

    The main aim of this Lot is to allow customers access to a quality assured resource of generalist staff on a permanent basis across a number of types of role, as an alternative to using a Temporary Worker under the scope of Lot 3.

    As an approved supplier to this framework, Spinwell is part of this online catalogue where public sector customers can buy cloud-based computing services such as hosting, software and cloud support. Includes many off-the-shelf, pay-as-you-go cloud solutions.

    G-Cloud 13 will run for 12 months from 9 November 2022, although we reserve the right to extend the agreement up to a maximum of 12 months after this date.

    Any call-off contract will initially last for a maximum of up to 36 months. You do have the option to extend once by up to 12 months but you must specify this in the initial contract terms.

    The total call-off length should not be for more than 48 months (4 years). This includes the initial call-off duration plus the extension option. Certain restrictions apply to central government contract extensions.
